Identify personnel needed and whether they are available - you need to make sure that you have all the people you need to make your game and make sure they're available.
Identify resources available and book where necessary - Make sure you know what resources you need and if you can get them depending on your budget or how much time you have. You might need to book certain resources to use them so you have to make sure you have everyone you need to be there.
Prepare budget - Make sure that you have your budget calculated so you can get exactly what you want and when you want it. You might need to drop certain things due to having a low budget.
Contract personnel - You need to hire certain people for different things as you can easily get them done quicker with professionals rather than doing everything yourself.
Prepare schedule - A good thing is to make a schedule so you have everything in order and all the times set for things that you can get things done quicker and easier and not mess about doing random things.
Identify any Health and Safety concerns
You might end up spilling some coffee on a computer or other kinds of risks that might hurt you or the computer such as overheating, eating food, falling on scissors.
Identify legal aspects
You don't want to use things from other games or websites or movies or music or shows as you could get sued and not be able to make your game anymore however if you're giving it away for free then you shouldn't have any problems as you aren't making any money off of it.
Identify any other risks to your project
Files could become corrupt and the game could be lost, it is wise for me to make backups. Another risk is that you might end up having is the game might not be very good or not have enough content.
